      Description of problem:

          We're seeing transient failures in CI with metrics endpoints

      Version-Release number of selected component (if applicable):

          Applicable to patches against the latest master branch.

      How reproducible:

      About 1 in 10 CI runs.

          main_test.go:464: failed to get prometheus metric targets: error getting output: Failed to run oc command: exit status 1
