Description of problem:
When a chrony.conf references pool "0.rhel.pool.ntp.org" as documented in https://docs.openshift.com/container-platform/4.11/installing/install_config/installing-customizing.html#installation-special-config-chrony_installing-customizing the time syncing stops working and cluster fires NodeClockNotSynchronising alerts.

1. Install 4.11.18 2. oc get nodes 3. oc debug node/some-node-from-previous-command 4. cat /etc/chrony.conf 5. chronyc sources 6. update pool to 0.rhel.pool.ntp.org 7. sudo systemctl restart chronyd 8. chronyc sources
