Install bug for 4.11.16 missing in release notes

This one is a pretty simple fix.
Before: if you had upper-case letters in either the Disk Encryption Set name, or in the name of the Resource Group that DES was in had upper-case letters, validation would fail.
After: now, you can use upper and lower case letters in both the DES name, and in the name of the RG the DES is in.
