IBMPowerVSImage deletion gets stuck when Managed cluster is external

      *Cause*: The previous implementation did not have the check to ensure IBMPowerVSImage resource was successfully deleted, leading to unnecessary cluster retrieval attempts.
      *Consequence*: PowerVS Hypershift cluster getting stuck in destroy.
      *Fix*: Fix is already available in main branch need to cherry pick the changes.
      *Result*: PowerVS Hypershift cluster should get destroy successfully.

      Description of problem:

      When the Managed cluster is external, there can be instances when the cluster resource is already cleaned up. In such cases, IBMPowerVSImage deletion gets stuck.

          100%

      Steps to Reproduce:

       1. Create a PowerVS Hypershift cluster with 4.18 latest release image. 
 2. Destroy the cluster

      Actual results:

      The cluster destroy process gets stuck on Image deletion.

      Expected results:

      All resources should get deleted and cluster destroy should succeed.
