Description of problem:

Installing 4.13 version of descheduler fails with error below
error is :  Failed to pull image "registry.redhat.io/openshift4/ose-cluster-kube-descheduler-operator@sha256:809172cf00dfb1c7bbd4a6d52539b5cc342356b0878ea461294be385429916a5": rpc error: code = Unknown desc = choosing image instance: no image found in manifest list for architecture arm64, variant "v8", OS linux
