Description of problem:

Installing latest OCP 4.12.0-rc.4 as a single node cluster with libvirt after bootstrap correctly the server is not started as etcd is exiting continuosly without any explicit error

Steps to Reproduce:

1. Install OCP 4.12.0-rc.4 as single node cluster with libvirtd
2. Cluster is not accessible as etcd is not successfully intialized

Actual results:

Cluster installation failed
