Plugin available button should always be shown on CSV list page no matter plugin is enabled or not

      Description of problem:

      on CSV list page, `Plugin available` button is only presented on CSV list page when associated plugin is disabled

      Version-Release number of selected component (if applicable):

      4.18.0-0.nightly-2024-12-29-211757    

      How reproducible:

      Always

      Steps to Reproduce:

      1. goes to Operators -> OperatorHub page, find 'Node Health Check Operator' and install it, Enable the associated console plugin during operator installation process
2. Check CSV list page

      Actual results:

      2. Since the associated console plugin is enabled during installation, we no longer show 'Plugin available' button on CSV list page

      Expected results:

      2. We may need to always show 'Plugin available' button on CSV list page as long as operator has defined a console plugin, in this way user can easily notice that operator has associated plugin
