Description of problem:

Running the OCP basic sanity test after node power cycle, the test case of polarion-testcase-idOCP-27146, failed.

Version-Release number of selected component (if applicable):

4.10.45

How reproducible:

Run sanity test after cold power cycle. (1st observed it)

Steps to Reproduce:

1.Deploy sno with ZTP siteconfig and policy
2.Power cycle sno node 
3.Run basic sanity tests

Actual results:

Pod hello-openshift not created in namespace pod-test-project

Expected results:

The pod is created.
