      Description of problem:

      For some reason, the ACL for a networkpolicy was not created until several restarts of ovnkube-master and OVN db wipes.

      4.10

      How reproducible:

      It happened at least once

      Not clear yet

      Actual results:

      ACL not created. NetworkPolicy not in effect.

      Expected results:

      ACL created. NetworkPolicy in effect.
