      Description of problem:

      Backend tests are not executed on Disconnected clusters since quay images cannot be pulled

      Version-Release number of selected component (if applicable):

      4.10.z, 4.11.z, 4.12.z

      How reproducible:

       

      Steps to Reproduce:

      1. Create Disconnected cluster
2. Execute backend tests on the cluster
3. Tests will fail

      Actual results:

      Tests will fail with Netobserv controller manager not coming up with image pull errors

      Expected results:

      Tests should pass
