[release-4.12] remove unnecessary RBAC in KCM

Description of problem:

We discovered that we are shipping unnecesary RBAC in https://coreos.slack.com/archives/CC3CZCQHM/p1667571136730989 .

This RBAC was only used 4.2 and 4.3 for

• for making a switch from configMaps to leases in leader election

and we should remove it
