      Description of problem:

          Pull secret that is specified in IBGU (spec.ibuSpec.SeedImageRef.PullSeecret) is not created on the spokes automatically.

      How reproducible:

          Always

      Steps to Reproduce:

          1. Start an upgrade using IBGU, with pull secret defined

      Actual results:

          Pull secret is not created on spokes

      Expected results:

           Pull secret defined in IBGU should be created on spokes (namespace: openshift-lifecycle-agent) after Prep stage is started.
