Description of problem:
After ODF addon version upgrade of v2.0.9 to v2.0.10 upgrdae, we are stuck with a weird issue on a cluster where status of subscription is saying UpgradePending but CSVs are already upgraded. We are setting environment variables using subscription config and because of the above mentioned issue the environment variables are not being set.Which further failed to raise the pagerduty alerts

1. Provider ROSA 4.10 cluster with ocs-provider-* addon v2.0.9 2. upgrade addon to v2.0.10 3.
Actual results:
Addon Subscription shall updated with currentCSV: ocs-osd-deployer.v2.0.9 and state: UpgradePending

I am marking this bug as blocker as it is blocker to ODF-MS deployer release v2.0.10.
