TestOnClusterLayering intermittently fails

      Description of problem:

      Occasionally, the e2e-gcp-op-ocl test, TestOnClusterLayering fails intermittently. Specifically, it fails when the rebuild annotation is applied to the MachineOSConfig object. The test fails due to a timeout that occurs, presumably because a new build does not get started.

      How reproducible:

      Intermittently, with no discernible pattern.

      Steps to Reproduce:

      Run the e2e-gcp-op-ocl job. It may pass, it may not.

      Actual results:

      The test fails from a timeout presumably due to the build never starting.

      Expected results:

      The build should start and the test should pass.

      Also, because the rebuild annotation is supposed to be backported to 4.18 (see: https://github.com/openshift/machine-config-operator/pull/4717), any fix for this will likely also require a backport as well.
