4.15/4.16 developer console, Alerting rule link is broken

      *Cause*: Alert rule link was set to go to /dev-monitoring/alertrules instead of the correct /dev-monitoring/rules url.
      *Consequence*: The URL wasn't found, redirecting users back to the dashboards page.
      *Fix*: Use the correct /dev-monitoring/rules url
      *Result*: When clicking the link, the alert rules page is shown.

      Description of problem:

      the issue is only exist in 4.15/4.16, no issue for 4.14, 4.17-4.19. recording: https://drive.google.com/file/d/1cYrszIMWDnz7iFJb0kPsxKILFlej2Bkh/view?usp=drive_link

      4.15/4.16 developer console, select one project that has Alerts, example: openshift-monitoring, go to "Observe -> Alerts" tab, click the alert Description link for Watchdog alert, it goes to Alert details page, click the Alerting rule link under the bottom, the link is broken, it goes to Dashboards tab. checked the URL, it's like

      https://${console_url}/dev-monitoring/ns/openshift-monitoring/alertrules/2873810112

      compared with 4.14, 4.17-4.19, it is like

      https://${console_url}/dev-monitoring/ns/openshift-monitoring/rules/4073591451

      change alertrules to rules, the 4.15/4.16 link work
