Performance profile doesn't accept update when kernel is sideloaded

      Description of problem:

      After deploying a SNO spoke with the Telco RAN DU profile applied then
      sideloading a 9.6 pre-release kernel, attempts to modify the workload hints
      fail for the existing profile via api calls from test automation.

      Steps to Reproduce:

          1. Install SNO spoke with 4.18 with Telco DU profile applied
          2. Sideload realtime kernel based on 
      https://gitlab.cee.redhat.com/telco-team-documentation/cnf-sideloading-the-rt-kernel/-/blob/main/modules/removing-side-loaded-rt-kernel.adoc
          using appropriate rt kernel rpms
          3. Run eco-gotests powersave test suite
          

      Actual results:

      Tests that update workload hints fail becaue WLH in PP are not updated
          

      Expected results:

      Test automation that updates WLH in PP should results in PP updated, MCP updated, etc.

      Maybe updates to the PP are not handled properly due to a side effect of
      sideloading any kernel following insructions in the above doc?
