Request to create two new metrics for monitoring the Hypershift OAuth component:

hypershift_oauth_available:
- Type: Gauge
- Description: Indicates if the OAuth server is available
- Values: 1 = Available 0 = Unavailable
hypershift_oauth_config:
- Type: Gauge
- Description: Indicates if the ConfigMap is present
- Values: 1 = Present 0 = Absent

These metrics will help enhance observability and alerting capabilities for Hypershift as part of https://issues.redhat.com/browse/SDE-4271.
