This bug comes from https://issues.redhat.com/browse/CNV-50323 which was opened due to flickering of the VNC console on virtual machine pages; however, the issue affects more than just the consoles. Approximately, every 45 seconds to one minute, the extensions are reloaded. When this happens, the consoles as well as other areas of the UI are affected.

This behavior has only been observed in the Developer Sandbox instance of OpenShift which is currently using OpenShift v4.16.19 and kubevirt-plugin v4.17.0.

    1. Log into [Developer Sandbox|https://developers.redhat.com/developer-sandbox]
    2. On the Hybrid Cloud Console page select OpenShift. Click "Red Hat Hybrid Cloud Console" in the header if you aren't redirected to this page.
    3. In the left-side navigation bar navigate to Virtualization -> VirtualMachines.
    4. Click 'Create' -> 'From Template' -> 'Red Hat Enterprise Linux 9 VM' -> 'Quick Create VM'. You will be redirected to the VM details Overview page.
    5. Once the VM starts watch the console on the Overview page.
    

Approximately, every 45 seconds to one minute, the console will disappear and a loading spinner with "Connecting" will be shown. Other fields will also disappear and reappear.   

The console and other fields remain loaded.
