Description of problem:
On s390x architecture the CPU clock speed is not discovered and shows 0 MHz.

How reproducible:
Use Assisted Installer (Agend-based Installer shows the same behavior) and generate the image and boot the node. On Assisted Installer WebUI the clock speed is discovered with 0 MHz.
The error is in Assisted-Installer-Agend code.

Additional info:
For s390x there are two values available by lscpu:
- CPU static MHz
- CPU dynamic MHz
-> Only "CPU static MHz" show the necessary value.
