      This is a clone of issue OCPBUGS-45521. The following is the description of the original issue:
      —
      Description of problem:

          Starting in 4.18, the VPA installation shows a message leading a cluster admin to believe that they need to create a vpacontroller CR before the operator will function. However, VPA operator automatically creates a default resource during its first run, so this message introduces confusion.

      How reproducible:

          100%

      Steps to Reproduce:

          1. Install the VPA operator via OperatorHub in the console
    2. Watch the installation status pop-up until the installation completes

      Actual results:

         Installed operator: custom resource required

   The operator has installed successfully. Create the required custom resource to be able to use this operator 

      Expected results:

          Installation successful

      Additional info:

          The console team says that this comes from the CSV annotation "operatorframework.io/initialization-resource".
