Description of problem:

I have a citigroup customer who is unable to add a node to the cluster using machinset for baremetal. When scaling up a machinset, bmh and machineset stuck in provisioning state for a long time and doesn't make any progress. 

We have tried to delete all related resources, reset BMC, but no luck.

    1. Create a baremetal machineset
    2. Apply to the cluster
    3.

Actual results:

    BMH/machinset stuck in provisioning

Expected results:

    Should be able to scale up machinset
