Description of problem:

Checked under "Observe" menu, there are some texts lacking i18n

Version-Release number of selected component (if applicable):

4.19.0-0.nightly-2024-12-04-031229

How reproducible:

Always

Steps to Reproduce:

    1.Login console, add "?pseudolocalization=true&lng=en" at the end of url.
    2.Check on "Observe"->"Metrics" page, the "Actions" text on dropdown button is not i18n
    3.Check on "Observe"->"Dashboards" page, the "Apiserver" title,"Period" title and its dropdown items are not i18n.
    4.Check on "Observe"->"Targets" page, the time for scrape is not i18n.

Expected results:

2,3,4 All texts should be marked as i18n
