Description of problem:
During the our graceful_recover_sno_workload_edu test case, the after test checking failed because 3 pods did not come to running state.

How reproducible:
Seen in 4.10.43 and 4.10.45
Steps to Reproduce:
1.Deploy SNO using ZTP site config and policy verify policy are compliant 2. Deploy eDU worklaod 3.Monitor pod status 4. Power cycle node 5. Deploy eDU worklaod 6. Some pods didn't running 7. Summary : In the instance here the tests before shutdown passed, and one of the same tests rerun after the power on failed due to three pods not having started. These three pods are all ones that require SR-IOV VFs.
