      This is a clone of issue OCPBUGS-45072. The following is the description of the original issue:

      Description of problem:

          ART builds of the VPA operator are failing because they no longer allow env vars called RELATED_IMAGE_*

      Version-Release number of selected component (if applicable):

          4.18.0

      How reproducible:

          100%

      Steps to Reproduce:

          1. Ask art to build VPA operator
          

      Actual results:
