      Description of problem:

      The Builds for OpenShift operator is not consistently available on OperatorHub when a new cluster is installed. It appears to be random chance if the operator is available or not.
      This has been observed in the following environments:

      • ROSA Hosted Control Plane: 4.17
      • VSphere

      Workaround: None

      Prerequisites (if any, like setup, operators/versions):

      Steps to Reproduce

      1. Deploy new OpenShift cluster
      2. Attempt to install Builds for OpenShift from OperatorHub

       

      Actual results:

      Builds for OpenShift not listed

      Expected results:

      Builds for OpenShift operator can be installed from OperatorHub.

      Reproducibility (Always/Intermittent/Only Once):

      Intermittent/inconsistent
