Description of problem:

TestName: "API LBs follow /readyz of kube-apiserver and stop sending requests before server shutdowns for external clients"
The e2e tests for the above testcase passes but the monitor tests fails as there are requests that are coming in during the graceful period where it is expected to not serve any requests at that time.
