      Description of problem:

         stable-4.17 channel is not available on ROSA HCP OCP 4.17 cluster past 3 weeks since OCP 4.17 released and past 2 weeks since ODF 4.17 released

Available default catalogsources are:

certified-operators
community-operators
deployment-validation-operator-catalog
redhat-marketplace
redhat-operators

This blocks ODF team on testing.

          ODF 4.17 (release version)

      How reproducible:

           Deploy ROSA HCP OCP 4.17 cluster and try to install ODF 4.17 GAed operator
