Description of problem:
The must-gather image used by ptp operator is wrong on 4.16+
Version-Release number of selected component (if applicable):
4.16,z 4.17.z, 4.18.z

Steps to Reproduce:
1. Take 4.18 as example, but also exist in 4.16 and 4.17 doc. check https://docs.openshift.com/container-platform/4.18/networking/ptp/configuring-ptp.html
2. search 'must-gather' on the page

Actual results:
The image is: oc adm must-gather --image=registry.redhat.io/openshift4/ptp-must-gather-rhel8:v4.18
Expected results:
The image should be: oc adm must-gather --image=registry.redhat.io/openshift4/ptp-must-gather-rhel9:v4.18
