      Description of problem:

          launching a cluster with proxy option always fails

      Version-Release number of selected component (if applicable):

      How reproducible:

          Always

      Steps to Reproduce:

       Run in cluster-bot: launch 4.16 aws,proxy

      Actual results:

      your cluster failed to launch: job failed, see logs (logs)    

      Expected results:

          It should provision proxy enabled cluster
