      Description of problem:

          The OpenShift web console cannot load and stuck with white page loading if the dynamic plugin for operators failed.

      Version-Release number of selected component (if applicable):

          4.16.4

      How reproducible:

          Can be try manual rotate service-ca cert but do not know the exactly way to reproduce

      Actual results:

          The OpenShift web console stuck at loading white page

      Expected results:

          The OpenShift web console should load components and properly show up
