      Description of problem:

      The OpenStackMachine doesn't have the SSH key provided with the HCP cli.

      Version-Release number of selected component (if applicable):

      4.18

      How reproducible:

      Deploy a HostedCluster with the `--ssh-key` flag, the SSH key won't be configured for the Nodepool VMs.
