Description of problem:

    Alerts that are silenced can be seen as firing under the Alert tab on the OCP console

How reproducible:

Steps to Reproduce:

    1.For a cluster, Create a sample [alert|https://docs.openshift.com/container-platform/4.14/observability/monitoring/managing-alerts.html#creating-new-alerting-rules_managing-alerts] as mentioned in doc 
    2. Silence this alert using Console or CLI ,
    3.Silecne will eb created but the alert is still seen under the Alerting Tab

Actual results:

    Alerts seen as firing

Expected results:

    Alert should be silenced
