Description of problem:

    When running ./build-frontend, API docs are generated twice which increases build time

    Always

Steps to Reproduce:

    1. Run yarn build on the console
    2. Notice that core API docs are generated twice

Actual results:

    It is generated twice

Expected results:

    It should only be generated once
