image fail to be deleted when destroy cluster

Often
Steps to Reproduce:
1.Create a cluster
2.destory it
3.check the resources in the cluster
Actual results:
in destroy log: info msg="Deleted image \"ci-op-016nytsn-1ae49-rqhvt-rhcos\""
the resouce group fail to be deleted
the image used in create cluster can be listed in the resource group.

Expected results:
no resource of the cluster is left, the resouce group is deleted.

4.17.0-0.nightly-2024-10-30-021005 found the same issue
