Description of problem:

[sig-arch][Early] Operators low level operators should have at least the conditions we had in 4.17 [Suite:openshift/conformance/parallel]

This test infrequently fails on SNO jobs. It appears some updates need to be made to the test to accurate capture the expected condition list in 4.18. This likely needs to be rerouted to another team.

Given that the main error shown is the following, I'm going to route this to the etcd component

        "resource=operator.openshift.io/v1, Resource=etcds is missing condition \"FSyncControllerDegraded\" that was present in 4.17.  If this is intentional, update the list in this test.",
