[openstack] After upgrading from OCP4.13 to OCP4.14 CPMS is not created - an empty failure domain was found and other failure domains are not empty

      Description of problem:

          In Openshift on Openstack, After upgrading from 4.13 to 4.14 with master and workers that are in different nova AZ the CPMS is failed to get created.
