Description of problem:
All OpenShift 4.10 versions are affected by the upstream issue - https://github.com/kubernetes/kubernetes/issues/107170

How reproducible:

Steps to Reproduce:
1. Install any OCP 4.10 release
2. create some nodePort services
3. Upgrade the cluster or delete a sdn pod on a node
4. run `oc describe node`

Actual results:
You can see many `Can't open port nodePort` warnings in the events

Expected results:
No warnings
