Description of problem:
When the TelemeterClientFailures alert fires, there's no runbook link explaining the meaning of the alert and what to do about it.

Steps to Reproduce:
1. Check the TelemeterClientFailures alerting rule's annotations 2. 3.
Actual results:
No runbook_url annotation.
Expected results:
runbook_url annotation is present.
Additional info:
