After https://issues.redhat.com//browse/SDN-5070 in 4.17, we need to mention in documentation https://docs.openshift.com/container-platform/4.17/networking/ovn_kubernetes_network_provider/configure-ovn-kubernetes-subnets.html that masq subnet can be updated as day 2 operation now
