Cannot deploy new clusters with OAuth configuration

       OpenShift 4.16.14 (hub cluster), ACM 2.11.2, MCE 2.6.2
      
          

      How reproducible:

       
      
          

      Steps to Reproduce:

          1. Spin up hosted control plane
          2. try to add nodes to node pool with custom OAuth configuration
          3.
          

      Actual results:

       node pool does not choose nodes from the InfraEnv instead spins in "Pending Host Assignment" with the error "Core ignition config has not been created yet"
      
          

      Expected results:

      
          

      Additional info:

       the controller seems to be trying to process the OAuth config but the actual error is EOF 
      "error":"failed to update control plane: failed to reconcile openshift oauth apiserver: failed to reconcile oauth server config: failed to generate oauth config: failed to apply IDP AzureAD config: EOF"
