      Description of problem:

      1. Remove all IPv6 ranges because SDN does not support dual stack.
2. Update note so that xref to changing CIDR ranges is linked. Remove portion that advises customers to not use ranges.
3. 169.254.169 needs removed QE filed bug and Devs are working to correct so for now remove till fixed.
