metal-ovn-single-node-live-iso and metal-ovn-single-node-with-work-live-iso have permafail observer step

      Description of problem:

      TestGrid shows that this observers-resource-watch container has been failing for a long time for the single node live ISO jobs. This has largely gone under the radar since sippy would not report this as a failure. Since we aren't using this info, we should just remove the observer from these jobs.
