Description of problem:
must gather is referencing to rhel8 ,I think 4.16 mustgather should use rhel9 .
referring to docs to collect cluster data throws an error
$ podman pull registry.redhat.io/openshift4/ptp-must-gather-rhel8:v4.16

and works if we use rhel9
podman pull registry.redhat.io/openshift4/ptp-must-gather-rhel8:v4.16
