PTP Events Generating Redundant Noise for Repeated FREERUN State Transitions

      Description of problem:

          PTP events are repeatedly sending notifications for the same state when the previous state is already FREERUN, causing unnecessary noise in the event stream. This issue impacts system monitoring by flooding logs and alerts with redundant events, making it difficult to identify meaningful state changes efficiently.
       A proper state transition check is needed to suppress duplicate events when the state remains unchanged.
