OCPBUGS-43428 addresses a misalignment of configuration between haproxy readiness checks and kube-apiserver expectations.
Once haproxy is aligned properly a new test should be added validating the haproxy readiness checks align with expected kube-apiserver configuration and fail if drift is detected.
Proposal is to pull the haproxy resource from the cluster and inspect the values ensuring the match current kube-apiserver settings.
