Description of problem:
in https://gcsweb-ci.apps.ci.l2s4.p1.openshiftapps.com/gcs/test-platform-results/pr-logs/pull/cri-o_cri-o/8689/pull-ci-cri-o-cri-o-main-e2e-gcp-ovn/1847161874928373760/artifacts/e2e-gcp-ovn/gather-extra/artifacts/oc_cmds/nodes we see 1.28.11 which corresponds to the latest on 4.15. after https://github.com/openshift/release/pull/57984 we'll see the latest 4.18. ultimately, we should be seeing the version built from the commit (which at the time of writing is hardcoded to 1.26.0
we can see this version in the ci/images job https://gcsweb-ci.apps.ci.l2s4.p1.openshiftapps.com/gcs/test-platform-results/pr-logs/pull/cri-o_cri-o/8689/pull-ci-cri-o-cri-o-main-images/1847161876673204224/artifacts/build-logs/rpms-amd64.log but e2e-gcp-ovn and e2e-aws-ovn jobs aren't using that version
