RHOCP 4.17.1 documentation anchor link is non-standard

      Description of problem:

      4.17.1 release in the openshift doc is showing a non-standard anchor html hyperlink

      Version-Release number of selected component (if applicable):

      4.17.1

      How reproducible:

      Check the documentation page and click on the anchor for label "RHSA-2024:7922 - OpenShift Container Platform 4.17.1 image release, bug fix, and security update advisory"

      Steps to Reproduce:

          1. Click the "RHSA-2024:7922 - OpenShift Container Platform 4.17.1 image release, bug fix, and security update advisory" link at [0]
          2. Verify the URL is composed by [1], which includes the "-ga" part instead of the "ocp-" part: 
          3. Compare with any other 4.y.z z-stream release notes' links, like 4.16.17 at [2]
          4. Verify it differes as [2] shouldn't contain the `ga-` diciture

      Actual results:

      The anchor and link are different from the standard and are as [1]

      Expected results:

      The anchor and link should be omitting the `ga-` diciture and be like [3]
