      * Previously, a regression was introduced to OpenShift Install during a Power VS deployment. As a result, the security group rules required for OpenShift Install were not created. With this release, the issue is resolved. (link:https://issues.redhat.com/browse/OCPBUGS-43547[*OCPBUGS-43547*])

      A regression introduced to openshift-install when deploying to Power VS is fixed. Missing security group rules required for install were not getting created. They should now be identified and created by the installer.

      This is a clone of issue OCPBUGS-43518. The following is the description of the original issue:

      Description of problem:

      Necessary security group rules are not created when using installer created VPC.

      How reproducible:

          Easily

      Steps to Reproduce:

          1. Try to deploy a power vs cluster and have the installer create the VPC, or remove required rules from a VPC you're bringing.
          2. Control plane nodes fail to bootstrap.
          3. Fail
          

      Actual results:

          Install fails

      Expected results:

          Install succeeds
