Incorrect Clock Class Transition Behavior in T-GM and PTP Holdover States

      Description of problem:

      The current T-GM Clock Class transitions from 6(LOCKED) → 7(HO in Spec) → 140(HOLDOVER out of spec) , declares FREERUN with Clock Class 140 , and subsequently changes to 248 after a timeout.
      The transition to clock class 140 should occur only if SyncE is enabled and the frequency remains traceable, with the PTP status staying in HOLDOVER.
      Without SyncE enabled, the clock class transition should follow the path:
      Locked (6) → Holdover In-Spec (7) → FREERUN (248).
      With SyncE enabled, the transition path becomes:
      Locked (6) → Holdover In-Spec (7) → Holdover Out-of-Spec (140) → FREERUN (248).
