      Description of problem:

      After performing an IBU upgrade, the labels defined in a SiteConfig for a target cluster deployed via ZTP go missing.

      $ oc get csv -n openshift-lifecycle-agent

      lifecycle-agent.v4.14.0   Lifecycle Agent   4.14.0               Succeeded
          

      How reproducible:

      Always.
          

      Steps to Reproduce:

          1. Deploy an SNO and install the LCA operator
          2. Label the node 
          3. Perform an IBU upgrade and check the node labels
          

      Actual results:

      The label goes missing after the upgrade.
          

      Expected results:

      Labels to be present after the upgrade. 
          

      Additional info:

      This impacts the SRIOV operator when using the feature.node.kubernetes.io/network-sriov.capable label, preventing the deployment of the CNI and device plugin pod. Without the SRIOV operator, the workloads on top of OpenShift using the VFs are not working.
